Established in 1995, SembCorp Utilities and Terminals (SUT) is Singapore's first central, multi-utility facility. SUT has a simple goal – to provide efficient, cost-effecive and reliable solutions flexibly tailored to meet the wide-ranging needs of customers. Drawing on the extensive resources and expertise from its four major shareholders: SembCorp Engineering, Tractebel, JTC International and EDB investments, SUT offers its clients a full range of third-party services with single-point accountability. These services include utilities like steam and dematerialized water, terminalling, as well as waste management services. This translates into efficiency and consistency for customers, who are then able to concentrate on their core businesses.

As Mr. Tan Cheng Guan, General Manager of SUT sums up, “Our mission is to be the preferred utilities and service provider to the petrochemical, chemical and pharmaceutical industries in Singapore and (in the future) the region”.

The facilities of SUT are sprawled over twelve hectares on Sakra, Jurong Island and its two phases of development represent a total investment of S$305 million.  Operations for Phase A commenced successfully in July 1997, while the completion of Phase B in January 1999, marked the start of SUT’s full commercial operations.  Phase C is now underway to cater to the additional demands of customers such as Celanese Singapore and Singapore Syngas.  

SUT (Seraya)

Following its success on Sakra, SUT is extending its wings to develop a second satellite utilities centre in the northeastern part of Jurong Island in Seraya. This second facility SUT (Seraya) is similar to SUT but will feature two additional services – the supply of High Grade Industrial Water (HGIW), and Waste Incineration service.

 

High Grade Industrial Water (HGIW)

HGIW is an alternative and cheaper source of process water to potable water and is produced using Reverse Osmosis (RO) technology. The 30,000-m3/day industrial water treatment facilities in SUT (Seraya) will treat raw industrial water from Singapore’s Environment Ministry’s (ENV) Jurong Industrial Water Works to produce HGIW for chemical users on Jurong Island.

 

Waste Incineration

SUT (Seraya)’s centralized waste treatment and incineration facility will be able to assist industries in the efficient management of waste. The 60-ton per day fluidized bed incineration plant will be commissioned to serve the waste disposal needs of industries both on Jurong Island and mainland Singapore.

SUT(Seraya) is expected to commence commercial operation in first quarter 2000 for its Industrial Water Treatment facility and third quarter 2000 for its centralized waste treatment and incineration facility.

Service Corridor

SUT has built a pipe rack network that is routed strategically to service its customers by supplying feedstock supply and facilitating product transfer. This efficient service corridor reduces customers’ initial investment costs and optimizes land usage.

Industrial Fire Fighting

The Sakra Emergency Response Brigade, S.E.R.B. was set up in 1996 to cater to the emergency response needs of petrochemical and chemical plants on Sakra. It functions as a first line of defence against potential fire hazards on Jurong Island. S.E.R.B. also conducts training on fire safety procedures.

 

Why Out-Source?

Traditionally, petrochemical and chemical plants build and operate both their core process plant, as well as the utilities plant. Why would they now contract out third-party utilities and services to SUT?

The benefits of outsourcing are obvious: minimal up-front investment costs, optimum operating costs (minimal costs for facility-related maintenance and employment), the ability to concentrate on core business set up and a convenient one-stop delivery of utilities services. Furthermore, as a centralized utilities provider, SUT enjoys economies-of-scale which enables it to provide these services more cost-effectively and reliably.
